The Governor and Executive Council convened at 10:00 a.m. with Councilor Spaulding, Councilor Griffin, Councilor Wieczorek, and Councilor Wheeler present and Councilor Burton present via teleconference.

ITEMS REMOVED FROM TABLE

The Governor and Council on motion of Councilor Wieczorek, seconded by Councilor Griffin, voted to remove item #H - which was tabled at the December 17, 2003 meeting.

DEPARTMENT OF HEALTH AND HUMAN SERVICES
The Governor and Council on motion of Councilor Wieczorek, seconded by Councilor Griffin, and with Councilor Spaulding voting - no, voted to approve the request to enter into an agreement with the First Health Services Corporation, Glen Allen VA, in the amount of $5,589,862 for the purpose of managing pharmacy benefits under the Medicaid program for the period from January 1, 2004 through December 31, 2005.

PARDON HEARING

The Governor and Council on motion of Councilor Wheeler, seconded by Councilor Wieczorek and further on a roll call vote of: Councilor Burton - yes, Councilor Spaulding - yes, Councilor Griffin - yes, Councilor Wieczorek - yes, and Councilor Wheeler - yes, approved the request of Keith Andrew McNeil for a pardon for the office of two convictions of Simple Assault.

Next Governor and Executive Council meeting is scheduled for Wednesday, January 7, 2004 at 10:00 a.m. at the State House in Concord, NH.
