GOVERNOR AND EXECUTIVE COUNCIL MINUTES

The Governor and Executive Council convened at 10:00 a.m. with all members being present.

The Governor and Executive Council, on motion of Councilor Spaulding, seconded by Councilor Burton, accepted the minutes of the November 20, 1996 and the December 4, 1996 meetings.

The Governor and Executive Council, on motion of Councilor Streeter, seconded by Councilor Burton, confirmed the appointment of several persons nominated for Civil Commissions from the November 20, 1996 list.

The Governor placed in nomination the several persons who applied for Civil Commissions from the November 20, 1996 list.

The Governor and Executive Council, on motion of Councilor Streeter, seconded by Councilor Griffin, accepted the portrait of Governor Meldrim Thomson. It will be put on display in an appropriate place in the State House.

In honor of Governor Thomson's contribution to New Hampshire throughout his political career, Governor Merrill was proud to proclaim on this the eighteenth day of December in the year of Our Lord 1996 that the State Office Park East, located on Hazen Drive in Concord, be heretofore called the Meldrim Thomson, Jr. Office Park.

GOVERNOR'S COMMISSION ON DISABILITY

#39 Authorized to amend contract with Ted Bantis Landscaping of Manchester to include snow removal services at the Manchester District Court facility and to increase dollar amount by $5,000, from $4,950 to $9,950 per season.

#40 Authorized contract with Severino Trucking Co., Inc. of Candia at $57,000 for snow removal services at the Rockingham County Superior Court for the 96/97 and 97/98 seasons.

#41 Authorized to accept the list of agency transfers for the month of November, 1996.

#42 Authorized to approve a partial waiver of lien created by David Leonard's November 7, 1994 work related injury. Approval of this resolution will allow the State to recover $14,765.

#43 Authorized agreement with New Horizons Computer Learning Center of NH at $5,435 for computer training services from January 1 through June 30, 1997.

#44 Authorized to accept the agency transfers for the month of October, 1996.

J. The Governor and Executive Council, on motion of Councilor Spaulding, seconded by Councilor Burton, authorized lease agreement with Sprint Spectrum LP, of Portsmouth at $9,000 annually for siting a communications antenna on the NH Hospital smokestack through December 17, 2001.

DIVISION OF HUMAN SERVICES
K. The Governor and Executive Council, on motion of Councilor Spaulding, seconded by Councilor Burton, authorized contract with Sapient Corporation of Cambridge MA at $77,500 for software installation and training from January 1 through June 30, 1997. Sole Source.

DEPARTMENT OF ENVIRONMENTAL SERVICES
L. The Governor and Executive Council, on motion of Councilor, seconded by Councilor, authorized to renew lease agreement with Associated Enterprises, Inc. of Concord for 17,200 sq. ft. of office space on North Main Street from May 1, 1997 to June 30, 1999.

The Governor set the next regular Governor and Executive Council meeting for January 9, 1997 at 9:00 a.m. in the State House, Concord NH.
