DEPARTMENT OF CULTURAL RESOURCES
The Governor and Council acted as follows:

#20 Authorized Division of Historical Resources to accept and expend funds totaling $12,000, of which $5,636.52, are carried forward from FY03. The balance of $6,363.48 is anticipated to be earned through donations to the State Conservation and Rescue Archaeology Program ("SCRAP") received during State Fiscal Year 2004.

#21 Authorized Division of Historical Resources to award a federally funded historic barn restoration grant in the amount of $6,000, to the NH Farm Museum, Milton.

ATTORNEY GENERAL
The Governor and Council acted as follows:

#26 DENIED - The Governor and Council on motion of Councilor Spaulding, seconded by Councilor Wieczorek, voted to DENY the petition of Michael A. N. Mavenyengwa requesting a pardon hearing for the offense of Simple Assault (2 counts). Mr. Mavenyengwa is not eligible for an annulment.

#27 DENIED - The Governor and Council on motion of Councilor Spaulding, seconded by Councilor Wieczorek, voted to DENY the petition of Joseph S. Haas, Jr. requesting a pardon hearing for the offense of Indirect Criminal Contempt of Court.

#66 Authorized to retroactively amend a personal services contract with Paul Heirtzler, P.E., Esq., Concord, NH, (previously approved by G&C on 9-4-02, item #80), for legal and cost recovery services related to the cleanup of hazardous waste sites, by increasing the contract price limitation by $21,000 from $272,700 to $293,700 and extending the contract period from August 31, 2003 to December 31, 2003. 100% Other.

#67 Authorized Michael Bick's request to construct a permanent pier and ramp leading to a float, providing two slips on frontage on property located at Little bay in Durham.

#68 Authorized Betty P. Johnson Revocable Trust's request to amend permit to fill in public waters to construct a long breakwater with a gap at the shoreline, attach a dock cantilevered to the breakwater, install a piling supported dock extending no more than 30 ft lakeward of the full lake elevation, drive one tie-off piling from the end of the cantilevered pier, to cross-tie a boat away from the permanent pier, install a seasonal canopy between the cantilevered pier and the permanent pier on property located in Gilford (previously approved by G&C on 11-9-00).

#69 Authorized Town of Meredith's request to construct a boardwalk and a gazebo along the shoreline between the existing town docking facilities and Church Point, construct two piling piers connected by a walkway attached to a piling pier in a "Y" configuration on frontage in Meredith Bay, abandon a pier and construct a piling pier and walkway on frontage on Meredith Bay, construct three piling piers on frontage on property located at Church Point on Lake Winnipesaukee in Meredith.

#70 Authorized Public Service of NH's request to dredge contaminated sediments from the Cocheco River as part of PSNH remediation of a former manufactured gas plant facility, construct associated sheet pile contamination cut-off wall with extraction vaults in the north bank of the river. This project overlaps with the dredging project to be done by the US Army Corps of Engineers for the federal navigation channel and the dredge spoil off-loading location on the south side of the Chocheco River in Dover. The Department of Environmental Services Waste Management Division has designated this project as a remediation site.

#71 Authorized Richard H Egan's request to amend a permit to remove an existing concrete pad and long stone jetty, fill to construct a breakwater with a gap at the shoreline and a cantilevered pier and walkway to access beach area on frontage on Lake Winnipesaukee in Gilford (previously approved by G&C on 5-24-00).

A. Authorized the Department of Education to grant funds to the College for Lifelong Learning, to provide technical support, professional expertise, in-service training, and develop and disseminate information to school districts to improve the educational outcomes for children and youth with disabilities in New Hampshire. This grant will be in effect from July 1, 2003 through June 30, 2004 in an amount not to exceed $435,283.00, pending legislative approval of the next biennium budget.
