The Governor and Executive Council, on motion of Councilor Griffin, seconded by Councilor Burton, accepted the minutes of June 21, 2000.

The funds for this contract are from the Community Development Block Grant Fund. The City shall rehabilitate 53 residential housing units occupied by low and moderate households.

#6 Authorized to enter into an Agreement with the County of Rockingham, NH in the amount of $1,000,000.00 through December 31, 2002. . The funds for this contract are from the Community Development Block Grant Fund. The project will provide $1,000,000.00 to the County towards the relocation of Route 1B from in front of the Wentworth Hotel to the rear of the hotel.

#7 Authorized to RETROACTIVELY enter into an Agreement with the Town of Salem, NH in the loan amount of $125,000.00 for the time period of two years from July 1, 2000 to June 30, 2002. . The funds for this contract are from the Community Development Block Grant Fund. This project provides funding to the Rockingham Economic Development Corporation to effectively serve the economic development needs of the communities of Salem, Londonderry and Derry.

#8 Authorized to enter into an Agreement with the City of Dover, 288 Central Avenue, Dover, NH in the amount of $12,000 under the provisions of the New Hampshire Estuaries Project through December 31, 2000 to extend a sewer line to Spur Road adjacent to the Bellamy River.

#9 Authorized to RETROACTIVELY AMEND an existing Agreement with the Town of Newport, NH [Initially approved on June 24, 1998 (Item #12) and amended January 5, 2000 (Item #14)], by extending the completion date from June 30, 2000 to December 31, 2000. No additional state or federal funds are required by this action.

#10 Authorized to AMEND an existing Agreement with the Town of Wakefield, NH [Initially approved on August 12, 1998 (Item #6)], by increasing the total Community Development Block Grant awarded by $20,000, from $452,000 to $472,000. The budget line item for activity #43 "Center Facility" would be increased from #377,000 to $397,000.

#11 Authorized to AMEND an existing Agreement with the Town of Newmarket, NH [Initially approved on July 21, 1999 (Item #10)], by increasing the funding level for the project by $270,000 to a new total of $540,900, and by extending the completion date from December 31, 2000 to December 31, 2001.

#12 Authorized to RETROACTIVELY AMEND an existing Agreement with the City of Concord, NH [Initially approved on October 8, 1997 (Item #21)], by extending the completion date from June 30, 2000 to December 31, 2000. No additional state or federal funds are required by this action.

#13 Authorized to RETROACTIVELY AMEND an existing Agreement with Merrimack County, NH [Initially approved on February 17, 1999 (Item #7], by changing the end date from June 30, 2000 to December 31, 2000. No additional federal funds are required by this action.

#14 Authorized to RETROACTIVELY AMEND an existing Agreement with the City of Concord, NH [Initially approved on February 18, 1998 (Item #12)], by extending the time period from December 31, 1999 to December 31, 2002 and to extend the loan agreement amount by $150,000.

#15 Authorized to RETROACTIVELY AMEND an Agreement with the Town of Lancaster, 25 Main Street, Lancaster, NH [Initially approved on September 15, 1999 (Item #16 through June 30, 2000 in the amount of $80,000. The purpose of this amendment is to change the end date from June 30, 2000 to December 31, 2000. No additional funds are required.

#16 Authorized to RETROACTIVELY AMEND a grant from the US Department of Commerce, Economic Development Administration to the Office of State Planning previously amended on December 15, 1999, by changing the end date from June 30, 2000 to September 30, 2000. No additional federal funds are involved.

#17 Authorized to RETROACTIVELY AMEND the existing Agreement with the Audubon Society of New Hampshire, 3 Silk Farm Road, Concord, NH [Initially approved on April 28, 1999 (Item #4), amended on July 21, 1999 (Item #28) and further amended on January 19, 2000 (Item #12). The purpose of this amendment is to modify the reporting requirements and payment schedule, and change the end date from June 30, 2000 to September 30, 2000. The Governor and Executive Council acted as follows:

#18 Authorized the Office and New Hampshire Air National Guard to enter into the Memorandum of Agreement for the installation of a natural gas refueling unit for natural gas vehicles at NHANG's Pease Facility. The value of the Fuelmaker, including installation, is $11,500 effective on date of approval by the Governor and Council.

#19 Authorized to enter into a contract with Southern New Hampshire Services, Inc., PO Box 5040, Manchester, NH as a grant recipient under the Fuel Assistance Program in an amount not to exceed $2,335,504 through September 30, 2001.

#20 Authorized to enter into a contract with Community Action Program Belknap-Merrimack Counties, Inc., 2 Industrial Park Drive, Concord, NH as a grant recipient under the Fuel Assistance Program in a amount not to exceed $1,434,613.00 through September 30, 2001.

#21 Authorized to enter into a contract with Tri-County Community Action Program, Inc., 30 Exchange Street, Berlin, NH as a grant recipient under the Fuel Assistance Program in an amount not to exceed $1,976,633.00 through September 30, 2001.

OFFICE OF EMERGENCY MANAGEMENT

The Governor and Executive Council acted as follows:

#25 Authorized to execute a grant agreement with the New Hampshire Association of Conservation Districts in the amount of $64,880 through October 21, 2001 to conduct 10 workshops for community representatives on the topics of flood hazard mitigation planning and stream maintenance.

#26 The Governor and Executive Council, on motion of Councilor Burton, seconded by Councilor Griffin, with Councilor Streeter voting NO, authorized to enter into a contract with Carroll D. Piper, MBA, 439 Governor Wentworth Highway, Wolfeboro, NH in an amount not to exceed $10,000.00, through June 30, 2001 to provide professional services during the conversion of NHOEM's fund accounting system. SOLE SOURCE

#27 Authorized to enter into a contract with Atlantic Turnkey Corporation, 9 Route 101a Amherst, NH in an amount not to exceed $63,448.00 through June 30, 2005 to provide "AMASE32" Fund Accounting Software, training in AMASE32 and conversion data.

OFFICE OF THE ADJUTANT GENERAL

The Governor and Executive Council acted as follows:

#28 Authorized the nomination of Capt. Gary J. Walker, Jr., 63 Webber Road, York, ME to the rank of Major, New Hampshire National Guard.

#29 Authorized the Department to accept material donations in the estimated amount of $858.00 for the New Hampshire State Veterans Cemetery to be used for the betterment of the cemetery as listed on the attachment of letter dated June 1, 2000.

#30 Authorized the Department to accept and expend monetary contributions in the amount of $95.00 for the New Hampshire State Veterans Cemetery to be used for the betterment of the cemetery. These donations were received during the period of May 1, 2000 through May 31, 2000.

DEPARTMENT OF ADMINISTRATION SERVICES

The Governor and Executive Council acted as follows:

#31 Authorized Bureau of Courts Facilities to RETROACTIVELY enter into a lease agreement with the US Postal Service, 104 Pine Street, Walpole, MA with an annual rent of $34,200 through June 30, 2003 for office and courtroom space for the Littleton District Court.

#31A Authorized to waive the State's workers' compensation lien to Janice Davis. Liberty Mutual serving as the State's insurer of the State Employees' Workers' Compensation Program recommends that Janice Davis' request for partial lien waiver be granted. Approval of this action will allow $5,000 to be returned to the General Fund.

TREASURY DEPARTMENT

#32 The Governor and Executive Council, on motion of c, seconded by c, authorized to issue a warrant from funds not otherwise appropriated and the State Treasurer to issue checks in the amount of $28,265.19.

DEPARTMENT OF AGRICULTURE, MARKETS & FOOD

The Governor and Executive Council acted as follows:

#33 Authorized to enter into a service contract with Sheldon Cassady, 33 Spruce St, Concord, NH in an amount not to exceed $12,000 through October 13, 2000 to design and install a new mural exhibit in the New Hampshire Building at the Eastern States Exposition, West Springfield, MA.

#34 Authorized to enter into an agreement with James H. Smith, Jr., 33 Oregon St., Springfield, MA in the amount of $5,000 through June 30, 2001 for year round maintenance and custodial services at the New Hampshire Building, Eastern States Exposition, W. Springfield, MA.

#35 Authorized to enter into an agreement with Beverly Kelley, Box 3390 Pond Rd, Balbion, ME in the amount of $6,500 through November 15, 2000 to provide janitorial services at the New Hampshire Building, Eastern States Exposition, W. Springfield, Ma throughout the exposition.

#36 Authorized the New Hampshire State Conservation Committee to enter into an agreement with Rockingham County Conservation District, 118 North Road, Brentwood, NH in the amount of $20,000 through June 30, 2001 to perform certain tasks as specified in attachment of letter of June 16, 2000.

DEPARTMENT OF CULTURAL RESOURCES

The Governor and Executive Council acted as follows:

#37 Authorized Division of Arts to grant New Hampshire Public Radio, Concord, NH an Annual Advancement Grant in the amount of $7,500 to assist with arts programming and projects presented by the organization through July 31, 2000.

#38 Authorized Division of Arts to grant New Hampshire Alliance for Arts Education, Concord, NH an Arts in Education Grant in the amount of $8,000 to assist with the second year of a "Principals-in-Partnership" Arts in Education Project.

ATTORNEY GENERAL

The Governor and Executive Council acted as follows:

#38A Authorized to enter into an agreement with the Waterville Valley Conference Center in an amount not to exceed $17,126 through December 31, 2000. This contract is for a two-day advanced training conference entitled the "Seventh annual Conference on Child Abuse" scheduled for October 19-20, 2000.

#38B Authorized to enter into a sub-grant with the Greater Manchester Big Brothers & Big Sisters in the amount of $36,000 through June 30, 2001.

EMPLOYMENT SECURITY

The Governor and Executive Council acted as follows:

#39 Authorized to enter into a service agreement with Pelmac Industries, Inc., in the amount of $20,000 annually through July 1, 2003 for building security systems installation and repairs at the NHES offices statewide.

#40 Authorized to enter into a service agreement with Pitney Bowes, Inc., in the amount of $46,360.00 annually through June 30, 2003 for mail machine and software maintenance services at the NHES's offices statewide.

#41 Authorized to enter into a tenancy-at-will lease agreement with Community Action Program Belknap-Merrimack Counties, Inc. in the amount not to exceed $14,784.00 annually through June 30, 2001 for office space at NHES's property at 425 Union Avenue, Laconia.

#45 The Governor and Executive Council, on motion of Councilor Burton, seconded by Councilor Spaulding, with Councilor Streeter voting NO, authorized to RETROACTIVELY enter into AMENDMENT #1 of contract with RTT Associates, PC, 254C North Broadway, Suite 208B, Salem, NH [Initially approved on 6/23/99 (Item #104)], to extend the expiration date from June 30, 2000 to December 31, 2000 and raise the price limitation from $32,400.00 to $39,683.78, an increase of $7,283.78. #46 The Governor and Executive Council, on motion of Councilor Burton, seconded by Councilor Spaulding, with Councilor Streeter voting NO, authorized to RETROACTIVELY enter into AMENDMENT #2 of contract with George E. Brown, MSW, PO Box 34, Old Lyme, CT to extend the contract expiration date from June 30, 2000 to June 30, 2001, and increase the price limitation from $32,320.00 to $45,070.00 and increase of $12,750.00. #47 Authorized to enter into AMENDMENT #2 of contract with Century Mechanical, Inc., 10 Quaker Street, Concord, NH to increase the contract amount from $120,000 to $143,465 and increase of $23,465.

The Governor and Executive Council acted as follows:

#48 Authorized to increase the authorized ceiling of the Department's revolving inventory fund from $300,000 to $375,000.

#49 Authorized Division of Parks and Recreation to enter into a Special Use Permit with the Wentworth-Coolidge Commission, Incorporated in the amount of $19,000 through May 1, 2002 for public services and facility management at the Coolidge Visitor Center and the Wentworth-Coolidge Mansion.

#50 Authorized Division of Parks and Recreation to accept a donation of $16,000.00 from Melissa Lyon Flint, 6 Roberge Drive, Amherst, NH for a gift to Cannon Mountain in memory of her late husband, Robert Chase Flint.

#51 Authorized Division of Parks and Recreation, Bureau of Trails to enter into Grant-in-Aid Trail Maintenance Contracts in the total amount of $494,839.17 with the OHRV clubs as specified in the attachment of letter of June 13, 2000.
