The Governor and Executive Council convened at 5:00 P.M., with Councilor Spaulding present in the Council Chambers and Councilors Burton, Griffin, Normand and Streeter via teleconference.

The Governor and Executive Council, on motion of Councilor Normand, seconded by Councilor Griffin authorized the following:

Authorized Department of Environmental Services to enter into a cooperative agreement with the U.S. Environmental Protection Agency effective upon approval by Governor & Council to June 30, 2001. The purpose of this agreement is to accept $1,400,000 in federal credit for future matching funds for Hazardous Waste Superfund sites.

Authorized the Department of Environmental Services to use funds appropriated by Chapter 309:1, VI-C, Laws of 1995 to fund the following two agreements.

Authorized the Department of Environmental Services to enter into an agreement with Litchfield School District, a municipal corporation, in the amount of $300,000 for the purpose of purchasing land in the Town of Litchfield.

Authorized the Department of Environmental Services to enter into an agreement with M.L.-96 Investments, Inc. in the amount of $1,090,000 for the purpose of purchasing land in the Town of Litchfield.

A roll call was requested. The results are as follows: Councilor Burton - Yes; Councilor Spaulding - Yes; Councilor Griffin -Yes; Councilor Normand - Yes; Councilor Streeter - Yes.
