GOVERNOR AND EXECUTIVE COUNCIL MINUTES
State House, Concord, New Hampshire
January 9, 1997 3:00 P.M.

The Governor and Executive Council convened at 3:00 p. m. with all members being present.

The Governor placed in nomination the several persons who applied for Civil Commissions from the January 9, 1997 list.

The following representative-elect was sworn into office on this day:

DEPARTMENT OF ADMINISTRATIVE SERVICES
The Governor and Executive Council acted as follows:

#1 Authorized transfers from the Salary Adjustment Fund to agency permanent personnel service accounts after approval by the Director of the Division of Personnel. Further authorize to make transfers from the Benefit Adjustment Fund to agency benefit accounts and to make a monthly report of all such transfers to the Governor and Executive Council for final approval.

#2 Authorized to make the necessary adjustments in quarterly allotments not to exceed the total funds available for expenditures for the fiscal year. Further authorize to make a quarterly report of all such adjustments to the Governor and Executive Council for final approval.

#3 Authorized to approve transfers of funds up to $10,000 within departments not to exceed the total amounts of funds available. Further authorize to make a report monthly of all such transfers to the Governor and Executive Council for final approval.

TREASURY DEPARTMENT
The Governor and Executive Council acted as follows:

#4 Authorized to renew the list of revolving funds in possession of the several state departments for the ensuing two years as stated in letter of December 19, 1996.

#5 Authorized to invest and reinvest any surplus funds of the State, in obligations of the US Government, in obligations which are legal investments for savings banks and trust companies, in all types of savings accounts, in participation units in the public deposit investment pool, in certificates of deposits of state or federally chartered banking institutions within NH, or in certificate of deposit of national banks within the Commonwealth of Massachusetts. Further authorized Georgie A. Thomas, to act as Custodian of all such funds as have been previously placed in her custody as State Treasurer, and of other trust funds of the State.
