GOVERNOR AND EXECUTIVE COUNCIL MINUTES

The Governor and Executive Council convened at 10:30 a.m., with all members present.

The Governor placed in nomination the several persons who applied for Civil Commissions.

The following representative-elect was sworn into office on this day:

The Governor appointed Councilor Colantuono as the third member of the Special Committee for Item #53 for Environmental Services on agenda of 1/6/99. Councilor Griffin was appointed to serve as Chairperson and Councilor Streeter to serve as other member.

DEPARTMENT OF ADMINISTRATIVE SERVICES

The Governor and Executive Council acted as follows:

#1 Authorized list of Governor and Council meeting dates for the period of January through June 1999 as specified in letter of December 22, 1998.

#2 Authorized to make necessary adjustments in quarterly allotments not to exceed the total funds available for expenditures for the fiscal year. Further authorized to make a quarterly report of all such adjustments to the Governor and Executive Council for final approval.

#3 Authorized transfers from the Salary Adjustment Fund to agency permanent personnel service accounts after approval by the Director of the Division of Personnel. Further authorized to make transfers from the Benefit Adjustment Fund to agency benefit accounts and to make a monthly of all such transfers to the Governor and Executive Council for final approval.

#4 Authorized transfers of funds up $10,000 within departments not to exceed the total amounts of funds available. Further authorized to make a report monthly of all such transfers to the Governor and Executive Council for final approval.

TREASURY DEPARTMENT

The Governor and Executive Council acted as follows:

#5 Authorized the list of authorized revolving funds in possession of the several state departments be renewed for the ensuing two years as specified in letter of December 23, 1998.

#6 Authorized, as AMENDED, that in accordance with the provisions of RSA 6:8, the State Treasurer shall invest and reinvest any surplus funds of the State, in obligations of the United States Government, "in obligations of any municipal government or district or division thereof within the State of New Hampshire," in obligations which are legal investments for savings banks and trust companies, in all types of savings accounts, in participation units in the public deposit investment pool established pursuant to RSA 838.22, in certificates of deposits of state or federally chartered banking institutions within New Hampshire, or in certificates of deposit of national banks within the Commonwealth of Massachusetts. Further authorized Georgie A. Thomas, to act as Custodian of all such funds as have been previously placed in her custody as State Treasurer, and other trust funds of the State. The amendment reflects the change in RSA 6:8, as a result of House Bill 100, which is in bold-above.

The Governor set the next regular meeting of Governor and Executive Council for January 20, 1999 at 10:30 a.m. at the State House, Concord, New Hampshire.
