The Board of Barbering, Cosmetology, and Esthetics was established September 1, 1937. The Board currently consists of seven members, one barber, one cosmetologist, one esthetician, one manicurist, one school owner, one tanning salon owner, and one public member. The members are appointed by the Governor with approval of the Executive Council to a term of five years. The Board is responsible for the licensing of barbers, cosmetologists, estheticians, manicurists, shops, booth rentals, schools, and tanning facilities. The Board inspects all shops, tanning facilities, and schools twice a year to ensure sanitary conditions. The Board is also responsible for establishing administrative rules for all phases of the professions.
Another major responsibility of the Board is developing curriculum for barbering, cosmetology, esthetics, and manicuring schools. The Board currently uses the National Interstate Council written and practical exams to qualify for licensure. The Board also holds reciprocity exams for out of state licensure applicants.
In 2005 legislation was passed requiring all tanning facilities to be registered and regulated by the Board. The Board established rules for operator training, certifications, and facility sanitation requirements.
The Board employs full time staff to assist licensees and the public. All moneys collected by the Board are recorded and deposited with the State Treasurer. Licensing fees pay for all Board expenses.
Public hearings, disciplinary hearings, informal conferences and meetings are held as necessary. Licensees are disciplined and administrative fines are issued for licensure and sanitation violations. Sanitation violations are a major concern with the Board.
The principal focus of the New Hampshire Board of Barbering, Cosmetology, and Esthetics is to protect the public health, safety, and welfare by regulating the practice of Professional Barbers, Cosmetologists, Estheticians, and Manicurists. The Board qualifies and licenses individuals and businesses, establishes and enforces administrative rules and laws, and provides information so that the public may make informed decisions.
